Centre instructs all personnel in expenditure functions to ensure quick response during outbreak


The Centre has instructed all personnel working in the expenditure functions of the government to ensure its expenditure systems respond quickly to the emerging needs to tackle the virus outbreak.

As per the instructions, the smooth functioning of the expenditure systems of the government were essential services and critical to safeguarding public interest.

“In the present situation, the smooth and normal functioning of the Government Expenditure System is critical to safeguard the public interest…in certain sectors, the expenditure systems may have to function more quickly than normal to cope with the emerging needs,” the government said.


The ministry of finance said the functioning of Integrated Finance Divisions (IFDs) of all ministries and departments of the government and the Controller General of Accounts (CGA) office were essential services.

The ministry directed Pay and Accounts offices and other offices dealing with payments to remain open during working hours. It also directed all financial advisors and field offices of the CGA to attend office as per normal working schedules.

According to the directive, absence of staff shall not be reason for delay in payments or non-functioning of the payment and accounting systems.
